Job Summary:

Reporting to the Chief Executive Officer, the Chief Financial Officer provides executive leadership to WCB's financial services functions and participates in WCB's strategic and operational planning and leads associated stakeholder reporting processes and initiatives. He/she has accountability to provide leadership and oversight of WCB's financial and actuarial functions and teams which include responsibility for treasury functions. He/she partners with other executive leaders to develop and implement strategies that enable the continuous improvement of processes, programs and services in support of WCB's mission and vision.

Duties & Responsibilities:
  1. As a member of the Executive Management Team, contributes to the achievement of WCB's vision/mission and goals through active facilitation, participation and collaboration in strategic and operational planning and deployment; and, through the alignment and enablement of his/her directly reporting departments.
  2. Demonstrate, and coach in others, the behaviors, values and processes that best support WCB's desired culture.
  3. Contributes to the financial health of SWCB and safeguards its interests and assets by developing and implementing sound financial policies, controls and treasury services.
  4. Ensures the effective design and administration of WCB's financial systems and processes, including those relating to financial capital management, benefits liability and forecasting, investment management, actuarial services, and risk mitigation/controls.
  5. Working with the Investment Committee and external consultants, oversees the effective management of WCB's investment portfolio ensuring an effective balance of risk and return to ensure sustainability and alignment with corporate and legislated requirements.
  6. Facilitate the functioning of, and reporting to, WCB's investment governance committee.
  7. Ensure the effective reporting of financial results and interests to stakeholders.
  8. Oversees the corporate budgeting process and contributes to sound financial management within the WCB through the development, implementation and oversight of division strategic and operating plans and budgets.
  9. Provides executive oversight of all legal services and issues that arise within the course of business, ensuring that critical issues are escalated as required.
  10. Ensures maximum individual and team performance, technical competence and succession management through acquiring, organizing, developing and motivating division personnel and the continual promotion of management excellence.
  11. Contributes to the task of enhancing and protecting the image of the SWCB with all its publics.
  12. Other duties as assigned


Qualifications:

A University Degree in Commerce or Business Administration and professional accounting designation (CA, CMA or CGA) in good standing or Masters in Business Administration. This education will be supplemented with extensive experience in senior leadership roles.

Workers' compensation insurance is a provincial responsibility. Each Canadian province and territory has its own workers' compensation legislation.

The Saskatchewan Workers' Compensation Board (WCB) operates like an insurance company. We provide guaranteed benefits and programs to injured workers in industries covered by The Workers' Compensation Act, 2013 and we protect registered employers from lawsuits when a workplace injury happens.

The Saskatchewan WCB was established in 1911 because of a historic compromise between Saskatchewan workers and employers. Under that compromise, workers injured on the job in covered industries do not have to pay for the benefits they receive or sue their employers to get them. Costs are paid entirely by Saskatchewan employers in covered industries. This is referred to as a no-fault insurance system, also referred to as the compensation system.

The WCB's vision is to eliminate injuries and restore abilities. This is the fundamental driver of all that we do on behalf of our customers - the workers and employers of the province. The WCB is governed by The Workers' Compensation Act, 2013.

About the Team

The six-member executive team, led by the CEO, ensures the effective and efficient functioning of the WCB by managing its day-to-day work in the following key areas: operations, prevention, employer services, strategic finance and corporate services, information technology services, business intelligence, human resources, communications, appeals, continuous process improvement and business transformation.
