Overview

The Office of the State Treasurer is seeking a financial professional to join our Treasury Operations team in the position of Financial Manager III. This position will be responsible for preparing and analyzing of financial statements for state-managed and state funded defined-benefit retirement systems.

Additional duties include interpreting new GASB standards and providing implementation advice and support to Financial Reporting Director, CFO, and Director of Treasury Operations, and assisting with the interpretation of actuarial reports. This requires specialized knowledge regarding retirement accounting principles, actuarial principles and reports (GASB 67/68, GASB 74/75). In addition to those duties, the Financial Manager III will be responsible for supervising/managing processes and information flow across the department to insure accurate and timely financial reporting for the assigned defined benefit system, monitoring the Treasuer's Office internal controls, and the assisting with the development of budgets.

The ideal candidate will have extensive knowledge of accounting principles, possess strong organization, time management, interpersonal and relationship building, delegation, problem solving, and leadership skills. In addition, must be able to align practices to ever-changing state and federal mandates and have extensive knowledge of the State's VISION accounting system.

Minimum Qualifications

Bachelor's degree in accounting or a bachelor's degree in any discipline that includes or is supplemented by 20 credit hours in accounting AND three (3) or more years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience INCLUDING experience managing programs, funding sources or staff.

OR

Bachelor's degree in any discipline AND five (5) or more years of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience INCLUDING experience managing programs, funding sources or staff.

OR

Associate's degree AND seven (7) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

OR

High School diploma AND nine (9) years or more of professional level accounting, budgeting, fiscal auditing, fiscal analysis, federal program fiscal administration or other professional level fiscal operations experience which has included experience managing programs, funding sources or staff.

OR

One years as a Financial Manager II with the State of Vermont.

Special Requirements

For some positions experience working with the VISION system (VISION is the State of Vermont PeopleSoft financial management system) may be required.
