This vacancy will be filled by promotion of a current permanent status State of Louisiana employee. A permanent status employee may be required to serve a new probationary period in lieu of promotion.

Minimum Qualifications

MINIMUM QUALIFICATIONS:
A baccalaureate degree plus three years of professional level experience in accounting; budgeting; contracts; economics; engineering; finance; financial auditing; grants; human resources; information technology; management analysis; operational auditing; policy planning; procurement; social services; statistical analysis; tax collections; or tax enforcement.

SUBSTITUTIONS:

Six years of full-time work experience in any field will substitute for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree will substitute for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

A master's degree in accounting, business administration, economics, engineering, finance, industrial/organizational psychology, human resources, political science, public administration, social work, statistics, computer science, management information systems (MIS), quantitative business analysis--computer science, information systems and decision sciences, or computer information systems will substitute for one year of the required experience.

A Ph.D. in accounting, business administration, economics, engineering, finance, industrial/organizational psychology, human resources, political science, public administration, social work, statistics, computer science, management information systems (MIS), quantitative business analysis--computer science, information systems and decision sciences, or computer information systems will substitute for two years of the required experience.

NOTE:

Examples of Work

Assist the Group Benefits Administrator as they oversee all financial operations of the agency. Examples of duties include preparing monthly and annual accrual and cash-basis financial reports, updating analysis reports/charts monthly with accrual financial data and actuarial projections as received; running monthly premium and contribution billing reports in Discoverer and providing them to OGB's actuary and to the Division of Administration Office of Finance and Support Services ("DOA-OFSS") Financial Reporting section; and calculating on a quarterly and annual basis OGB's annually established performance indicator values for reporting to DOA-OFSS Budget section.

Perform high-level monitoring of legislation affecting the agency. Tracks day-to-day progress of bills and advises the Group Benefits Administrator, Chief Executive Officer, and Chief Operating Officer, and other OGB staff as needed of hearing dates and positions of the Legislators and lobbyists on issues. As directed, assist in the development of reports, charts, hand-outs, and visual presentations for use in legislative and/or public meetings. Perform research in response to questions on the programmatic and/or financial impact to the agency of proposed legislation.

Assist the Group Benefits Administrator as they work with both internal and external auditors during observance, testing, comparison and confirmation that financial processes and documents are within accepted standards. Examples of duties include collaborating with OGB, OTS, and DOA-OFSS staff to update to agency policies and procedures, and collect requested documents and data files, in response to auditor requests.
